PacLII provides a free-access service which is not funded by usage charges or advertisements and depends entirely on donations to continue to give access to Pacific Islands primary legal materials to the people of the Pacific region.
Core Funding: Following the 2023 summit of Pacific Islands governments and other relevant stakeholders to consider a long-term sustainable future for PacLII, an application for five-year funding was presented to DFAT for consideration. In June 2024, the Australian Government through the Pacific Integration Division of DFAT, and the United Kingdom Government through the UK Integrated Security Fund Pacific programme, signed funding agreements with the University of the South Pacific (USP) to jointly provide core funding to PacLII for three years, with DFAT offering a possible extension for a further two years. The purpose of these grants is to support the provision of free access to legal information in the Pacific Islands and thereby help to ensure that the legal systems of all Pacific nations operate effectively and efficiently, to support access to justice, and to enable the rule of law in the region.
Additional donations are essential to expand the development of value-added resources, digital tools and system enhancements that improve research capabilities, community accessibility, and long-term sustainability.

The University of the South Pacific (USP) The University of the South Pacific hosts PacLII and provides in-kind support through donor engagement, management of funds, human resources, local IT support, and building accommodation and maintenance. |

Government of Australia, Department of Foreign Affairs and Trade (DFAT) The Government of Australia, through its Department of Foreign Affairs and Trade (DFAT), is providing AUD 1,200,000 over 3 years (July 2024 to June 2027). |

UK Government through the Integrated Security Fund (UKISF) The UK Government, through its UK Integrated Security Fund, is providing GBP 450,000 over 3 years (July 2024 to June 2027). |

Canadian Government, through the Canadian Funds for Local Initiatives (CFLI) Funding of CAD 33,000 over 2 years will be provided for the collaborative project between PacLII and the Judiciary of the Republic of Vanuatu to improve access to justice in Vanuatu through digitising Island Court judgments, building capacity within the Island Court registries and training legal professionals and the community on accessing the laws online. |
Papua New Guinea Department of Justice and Attorney General PNG DJAG has committed to sustained funding for PacLII through an MOU with USP by providing K150,000 annually for five years (2026-2030). |

Vanuatu Ministry of Justice, Youth and Community Services of Vanuatu The Vanuatu Ministry of Justice, Youth and Community Services has committed to sustained funding for PacLII through an MOU with USP by providing VUV 5 Million annually for five years (2021-2026). |
